Was Bush supposed to repair the levee's that were inadequate in a few hours? Was it Bush's fault that the State held up federal aid and did not let them in NO? BTW how smart do you have to be to know that there are 50 states? Also he seemed to know where he is Biden never know's where he is or who he is talking to.
