Well, if Obama had tried to present it to Congress without the supermajority on the Committee itself to back him, he and the Democrats would have been at a severe disadvantage in any negotiations with the Republicans, who were refusing to accept a basic premise of Simpson-Bowles--namely, that both tax increases and spending decreases were necessary. That the party still maintains that position is shown by that hand-raising exercise during primary debates where every candidate including Huntsman said that they wouldn't accept a 10-1 compromise on tax increases, and also by convention speakers like Christie and Martinez both claiming to have balanced budgets despite inheriting deficits in their respective states--despite the fact that those claims were false, at least in Christie's case for sure false, and in Martinez's case maybe false I'm not certain about it. Christie flat out lies about his budget balancing prowess (he basically balanced NJ's budget in exactly the same way previous Democratic and Repubican administrations did, they ignore unfunded liabilities, and even "borrow" some money from the state pension plan).

But this is a long convoluted way of saying that to say that they "both screwed up" is a false equivalency. IMHO, it was the Republicans who screwed up more.
