I thought it, and the investigation, we're satirical. Even the title is a diversion and distraction. Or a joke like Harvard Lampoon.

Introduction to Congress

Given the opportunity to cheat, those who upon examination (reelection campaign) did not, pass. The professor even makes it enticing.

Or those who upon examination (reelection campaign) did, do not pass. (It's tough to prove someone didn't do something.)

It's a social experiment class, or it could have been.

The ongoing investigation and the students' reactions to it and during it are part of the course.

Something's fishy about such an "investigation" report just as students head back to Cambridge. It's very expensive to do such an investigation, so probably it's just an experiment or a joke to welcome the kids back, and very good for morale.
