Once upon a time (long long ago) I wrote, the individual basic combat training must begin locally. The local leaders will rise from that effort. The next step is to train the local groups to support each other regionally.
That will produce regional and eventually national leaders.

BTW if you begin locally, the locals will tell you if bad guys infiltrate the effort. Cleaning them out has to begin there.
Our conventional military leaders keep on keeping on skipping the basics while insisting on this national training effort, and it keeps on failing us.

Counterinsurgency is never easy, but the only way doing it wrong ever worked was by slaughtering any and all opposition…even suspected opposition. We do not have the stomach for that. Heck, we court-martial our own troops for defending themselves.

We have been doing it wrong for 11 years. We can do it wrong for 11 more with the same results.
