Capital buys technological innovation, delivers it to labor, whom in its turn, delivers more units per man hour.

Labor can also gets more productive without need of capital in several cases:

An educated 18 year old can be trained fast to use more sophisticated machinery or system.

As the work force ages, there are more 35-year olds than 18-year olds in the workforce. More experience labor is more productive.

Capital got really greedy, bought technological innovation, delivered where labor was the cheapest.

Left behind a hollowed up US and Europe industry.
