This "tax law" expert, as it turns out, is a hard leftwinger who is going after Romney with lies. Romney's family attorney has explicitly stated that Romney participated in no such programs. The "expert" has said that he has no idea whether IRS has investigated any of these programs, and there is no case law on the subject that he knows of. It is bullshit.
