I can access www.tdameritrade.com from an iPad in my house, but not from any of the browsers on my laptop
This tells you problem is not your internet provider related, neither is problem with the router.
This tells you problems is likely your computer.
Now, as I already suggested it, you should try to see if it is OS/software/settings related or hardware related by switching to different operating system - ubuntu (www.ubuntu.com)
