Again, whoever "they"are... that still presupposes that the companies do actually want and intend to BE honest... just for the hell of it ? Given proofs in prior performance, I won't believe that for a second... so, that still suggests that the "best case" for NOK is that the carriers will intend to enable only as thin enough of a veneer as they can, showing them caring about "the market" and market function... rather than caring only about themselves, so that they think it is enough to avoid being AS obvious as the situation really is ? I expect they'll do enough to give themselves a more than passing chance of avoiding a loss in the resulting lawsuits... and that's about it...
