If the book covers 3.5 years which would be Woodward's style, there would be an arc from inexperience and faltering to experience and getting his footing, showing something positive by the end of the book, and leaving unknown what he can cover in a mid second-term book, and a post second-term book. I haven't noticed that the reviews are as one-sided as your post.
