People interpret through their own prisms. When they misinterpret as a result, they then claim that the clarification is a flip-flop or backing away or whatever when it's merely correcting their own incorrect inference. For example.

"'Two is to assure that the marketplace allows for individuals to have policies that cover their family up to whatever age they might like.'”

When someone of your persuasion hears that he thinks that means support for the age-26 thing in Obamacare. When I hear that, I realize that he means fostering the option of policies that can include offspring of whatever age, 26 or something else, agreed upon by the insurance company and the policy holder. Media, by and large, have a liberal prism so they easily misunderstand. Anyone who relates to the philosophy behind the opposition to Obamacare would not misinterpret that in the first place so there would not be any issue that requires clarification.
