Thomas,

this uncertainty and the economic situations in Japan are the reasons for these bargain prices. I know that Deutsche Bank is a better investment if safety is your main goal. But if you want huge upside potential within the next years, Asian banks might be the better investment.
The problem is to identify the best banks. I took a position in State Bank of India which got hit pretty hard. With a p/e of 6 and a market leadership in India I feel it's a good investment.
