Wasn't Serrano subsidized, not "funded"?

Did he receive NEA funds before the 1987 "Piss Christ" was created? Or only to prepare the exhibit that included it in 1989?

The NEA encourages artists, and I see he also did works such as

TITLE: Series: AMERICA , Boy Scout John Schneider, Troop 422

and

TITLE: Series:THE KLAN, Klansman ( Wizard III)
1990

Here's one approach to vandalism, of Serrano's work:

On April 17, 2011, two of his works, Piss Christ and The Church, were vandalized. The gallery director plans to reopen the museum with the damaged works on show "so people can see what barbarians can do". [4]
