Good Morning Ray, Duane: Ray, you were wondering why Aberdeen for a new facility and not expanding in Minneapolis? The July 1, 1996 10-KSB mentions the agreement between Aberdeen and APAT.

The total project consists of approximately $7.6 million of which APAT must put up $2.0 million. The balance of $5.6 is financed through the State of South Dakota and Aberdeen. That is the simple gist of why Aberdeen and the State of South Dakota was chosen for the new facility.

The State of South Dakota is a very active and progressive state, very pro-business. The state works with the community developers, such as Aberdeen. Aberdeen has set up a, I believe, 100 acre site for business development.

I do not believe that APAT would have been able to fund the facility, buy the equipment necessary for production, hire and move people without the committment from Aberdeen and South Dakota. In other words, the Aberdeen facility was based on financial concerns, not contracts directly related to any military research in the Dakota's.
