Yes.

Elop crawled into bed with Microsoft and as he did so, he made his famous "burning platform" speech, said burning platform was Symbian, according to him.

So, it's pretty much obvious why Nokia is keeping a lid on its best camphone ever, given it's running an OS they killed.
Or are management incompetent?
It's not incompetence that is involved here. It's their intent, which is clear as day: they killed Symbian and decided to go with Windows. So, it's as if the Nokia 808 PureView never even existed, marketing wise.

Was it wise to burry the 808? Time shall tell. I don't think so.
