He did. RW posted the exact quote, which you can see below. As you can see, he did say, "you didn't build that", but it was part of a more insightful contextual comment, which the GOP unfairly crucified him for. Exactly as I said...this kind of word parsing is simply silly season, which is why I don't like them now doing it to Romney:
