Also because Stalin no doubt would have loved to get even after the Russian loss in the Russian Japanese war, where they lost Kamchatka.

That said, at least he could invade and occupy the Kurile Islands after the Japanese capitalisation without any of the other 'allies' saying anything.

You look at the totally under developed Vladivostok coastal area: With a better deal with japan over the Islands, that whole area would have been well developed by and financed by the Japanese!

Just a ferry jump over from Japan, just think of it.
