Most people pay much less then 30% average federal tax rate. the middle quintile, as of 2005 was paying an average of 14.2%.

Paying less in tax then he otherwise might isn't freeloading. Its still paying tax, the opposite of freeloading. Freeloading off the government would be money flowing from the government to you, not the other way around.
