Jorj, the strike was over job security rather than the money. The American Teachers Association Chicago, was concerned in protecting its members which is the normal process. Teachers in Illinois if the rules have not change since I was in the State enable management to terminate teachers during the 2 year probation (non-tenure) status. During those two years management if they have the proper training, skill sets, and drive should be able to terminate the probationary, non-tenure teacher without cause, unless the management violates State or Federal Laws, or regulations. In the private sector the union contracts normally call for a 60-90 days of probation. The issue which I have observed in teaching management in the labor relations in the schools of public or private sectors administration class, was the lack of knowledge, skills or passion to terminate those employees who were not following the tasks outlined in the employees job descriptions or follow administrative directives.

IMO, the problems does not lay at the feet of the non-preforming teacher, but, at the feet of an effective manager who is not performing the duties outlined in the managers job description. With 2 plus years any teacher can be terminated without cause. After that time most state and bargaining contracts require termination for cause and due process. Additionally, re-employing laid off employees prevent the administrators and boards from playing favorites with their friends or board members family or friends.

Many "right to work" state employes (private or public) wish they had the same protections to keep the politics out of the equation.
