In regard to these S China Sea Islands, my preference would be for multilateral negotiations. But China appears to be insisting upon bi-lateral negotiations so that it can game a greater ownership percentage.

No country wanted anything to do with these islands for the last 100 years, until potential oil and gas reserves were identified (as well as fishing rights). No country did anything to economically develop these small islands for the past 100 years.

Now every ASEAN country in the region wants rights to these islands and each is making spurious ownership claims based on flimsy facts and maps while, as stated, none has done anything to provide economic development for these islands in the last 100 years, or provide any significant economic aid to the few inhabitants who actually live on these islands.

Thus, my preference would be get out a map, draw some lines showing UN Law of the Seas 200 mile and 20 mile boundary from land and divvy out the ownership rights pro-rata based on that. Then give China a little bit more pro rata % based on its claims and being a regional power, and get the deal done. But China insisting on bi-lateral negotiations and gaming the issue, precluding any hope for a near term resolution, is not helpful, IMO.

(As an aside, I would also prefer giving greater fishing rights to countries based upon the 200 mile boundary and giving the few people who actually live there a .5% carried working interest in any oil and gas wells, that should make them all millionaires)
