William, let me expand on my view of Russia being biggest destabilizing factor in the coming decade, far beyond currency/IMF problem in Asia, in connection with URL that you have posted.
A lot of money that were "wasted" in former USSR by IMF, Germany, France, USA and others in reality were very sophisticated and "forced" moves by responsible Governments. It was crucially important to see that Rapidly Disintegrating military machine would not spin-out of control, that millions of troops occupying Eastern Europe and Eastern Germany "orderly" return back to Russia. It became even more important to "bribe" Russians into preventing new Chernobyl. That has and could done nothing to develop infrastructure that is largely non-existent even now.
More so the fundamental conditions of systematic destruction of intellectuals, peasants, and best people that were waged for generations has become more evident.
URL you have posted provides yet more evidence a fundamental inability of Russian intellectuals to accept a reality of total hopelessness of any reform in this generation, no matter who is in charge. The leaders at the mean-time have no choice but to continue to project to the nation accustomed to the propaganda of "Greatest Country on Earth " their importance.
How long we can (and what choice do we have) to sustain this before Russia will erupt is unclear, but not indefinitely, as whatever money is "invested" in Russia it would not benefit neither investor nor avearage "Ivan"
