It was crucially important to see that Rapidly Disintegrating military machine would not spin-out of control, that millions of troops occupying Eastern Europe and Eastern Germany "orderly" return back to Russia. It became even more important to "bribe" Russians into preventing new Chernobyl. That has and could done nothing to develop infrastructure that is largely non-existent even now. More so the fundamental conditions of systematic destruction of intellectuals, peasants, and best people that were waged for generations has become more evident.
