Looks like parchment can be used to describe both plant fiber AND animal skin.

One source I looked at talked about rough drafts vs. final draft of the Declaration. That source said that the materials have never been examined to determine what was used to make it.

But with no such examination being made, the author claims it is clear it can't be cannabis paper. .. So how was that determined????

It is possible that the rough drafts were done on cheap paper and final was on the expensive stuff.
