One of the issues facing BAC shareholders is the concern about a return to significant dividends. Currently BAC pays 1 cent a quarter. In 2011 BAC management tried to raise the dividend but their attempt was rebuked by the FED, likewise stock buybacks were also implicitly rejected. The thinking was that BAC needed to build capital to meet future Basel III requirements. Basel III phases in starting in 2013. So maybe we will hear better news about this aspect as 2013 begins to unfold like in the Q1 earnings release.

Currently the stock is struggling to remain close to its high for the year, an earnings release is just weeks away as is the memory of severe market crashes that have occurred in October. On top of all this the election season drags on adding its uncertainty to the situation.
