That is a mixed metaphor and makes no sense. Fish have nothing to do with the metaphor. It could have been grain.

It is telling he did not know it made no sense.

To make his point, Ryan should have said: "don't feed fish to the people".

Dems would say: Feed the fisherman, when he is hungry, so he is strong enough to fish-lol.
