On domestic policy, In the 20th and 21st , Wilson, Carter, Hoover, Nixon, Obama, LBJ, and FDR were worse.

Carter is underrated. But that's not saying much. He's rated so low by many that "underrated" can still leave him pretty bad. FDR is the most overrated. The one point I will give him was that he was a decent leader but I'm talking policy not public personality here. Carter's the opposite of FDR, with his policies being better than his leadership (although his policy record is mixed). I didn't put Harding on the list since his problem was corruption in the administration, not policy (he did sign an increase in tariffs, but he had some good policies as well)
