The ones selected for inspection where probably the worst, you would expect some improvement, but there was no noticeable change in the overall trend line for accidents.

If there was some slight overall benefit (too slight to be noticeable in a trend line) that doesn't imply that the organization has been a net plus. There is a real cost to its activities.

If you assume that it has been a net plus to this point (despite the lack of evidence) that doesn't imply or even suggest that going further would continue to be beneficial, as presumably it would have picked a lot of the low hanging fruit (and it it hasn't its a sign that the agency hasn't been run well, going after more expensive and less effective interventions over the cheaper and/or more effective measures that could be taken.

Even if OSHA has been a net benefit it just about certainly is not the main driver of the reduction in workplace accidents and health problems.
