Robo probably is referring to Angelo Mozilo who settled with SEC for $67.5 million (of which $20 million was paid by Countrywide per his contract). He also agreed to a lifetime ban from directorships and such. Wiki says he was worth $600 million, so his "record" fine was likely no big deal.
