Peter, I think you're right on earmarks.

Even the "so-called" fiscal conservatives are always ready to pump money into their districts, whether the pentagon asks for it or not.

Jimmy Carter actually tried to end that crap, but then Reagan came in and gave the military contractors carte blanche.
