We can only speculate why Obama's administration has been soft on prosecuting banking leaders:

1. lack of funding
2. the major banks are acting as mafias
3. Obama needs to get reelected, and based on citizens united, he leans towards contributions from big institutions. And how has it worked out since most of the money goes to Mitt.
Corollary: are the big banks afraid that as a second term POTUS, Obama will start prosecuting them, while with Romney in the WH, Mitt will be boxed like Obama in worrying for reelection?
4. Eric Holder is not as tough as AG as he should be
5. Agree that Geithner should go. He is beholding to the bankers.
