Having off shore accounts is not bad and should not be viewed as a way of trying to avoid paying taxes. As a matter of fact, those with accounts which exceed 10,000 USD should file balance with IRS. This is referred to as irs offshore voluntary disclosure program, and is under bank secretary act. Those with foreign accounts must provide this returns not later than end of June of every year.

It does not matter if you have an offshore bank account, mutual funds, hedge funds or insurance policies; IRS offshore voluntary disclosure requires that you provide details of all these including details of annuities and debit card or prepaid credit card with any offshore accounts. Non compliance to offshore voluntary disclosure programwill lead to heavy tax penalties. Fine and imprisonment are the likely punishments, should you fail to file or provide false information about your offshore accounts.
