The gov't always buys American cars for its gov't pools. It happens every year as they update their inventory.
You missed what I said. Government purchases went up 79% year-over-year, as in 79% higher this year compared to last year.

Part of that was probably because government agencies had to cut back so much in the previous years. But the fact that this year is an election year doesn't hurt.
