They have advanced degrees in it like MPA degrees. It is like being a plumber or millwright. The next guy does not know about plumbing or being an millwright or social planning. I have an MPA degree from the university of Washington and spent half my life planning and implementing large social programs. Did it three times and it was very hard and very complicated (see bio). Toughest thing I ever did in life. The next guy probably couldn't have done it any better than they could have installed a boiler or large jet engine. But to the point. Liberals understand they need to know modern social theory. Conservatives do not even know such a thing exists.
