It really doesn't make a lot of sense to me ... a few explanatory notes would have been helpful.

By definition, futures is zero sum - meaning there is always an equal number of longs and shorts.

Are they using COT data to make such a global statement - and making some inference about "investors" based on the positions of Large or Small traders?

cftc.gov shows the COT data. I'm not seeing a large disparity based on the positions of traders.

Chart looks fishy to me ... now I wonder why Zero Hedge would publish such an article with so few notes on the basis of the data but with such a clear 'bottom line'?

Disinformation ???? Perhaps confirming master GZ's prognosis that equities are heading much higher?
