No he doesn't.

As I pointed out, there is no inconsistency from one to the next. At the time of the earliest statement it is clear that Romney had stated the tax cuts would be revenue neutral, just as the Reagan cuts in TRA86 were.

That was the point of me providing the date of the earlier study as third party verification of this statement.
