So two reasons for an unpopular price #:

1) so it won't completely cannibalize larger pads

2) to make its price slightly higher than the touch
They could drop the price of the Touch to $249, and charge $299 for the iPad mini. Bada bing.

Or leave the Touch and the iPad mini at the same price point. Why not? The price points of the MacBook Air and the MacBook Pro overlap.
