Oil drillers, however, say that oil prices don't really start to affect their business until they go under $17 to $18 per barrel, while investors are pretty well convinced that OPEC has less control over oil prices these days and that the higher production accord is a face-saving maneuver that follows member nation violations of production ceiling agreements.
