Perhaps you haven't heard of the Flynn Effect, which is actually a fact and is part of my theory. Or maybe it's some other part of my theories you disagree with. . While there has been some reform of welfare, all that has done is reduce the very worst of the problem. There is still plenty to go around. If it all stopped right now, that would not alter the fact that what happened happened. If China stops the one-child policy tomorrow, that wouldn't mean the facts of the previous policy didn't happen. Mqurice
