actually i don't think it is nonsense at all.... i recall vividly the dress code in my public HS....you had to wear your skirt no less than 1 inch above the knee....(this was the 60's) of course mini skirts were in....along with gogo boots and we did whatever we could to, ahem, 'skirt' the rules.... what good came of this? well for one thing, it taught young women appropriate 'business attire'.... you knew if you dressed like a slut there were consequences to that, so there was always this 'balance' in our minds of how to look sexy and cute without being 'obvious' (and getting detention) translation: we learned to dress with style and class while maintaining our youthful desire to impress with our sexiness :) ps... if you wore a 'questionable' length skirt...you were sent to the principal's office and his secretary would have you get on your knees (sacre bleu! how demeaning!) and she would take a literal ruler to the floor and measure the distance to the hem of your skirt...lol good times!
