It requires a lot of specialized knowledge that isn't readily available. Look at North Korea, they tried to make the very simplest type, so simple 1. it isn't suitable for delivery by missile. And they 2. don't have a bomber big enough to handle one. Anyway, they still have 3. not managed to have a successful test, the 4. last one is likely the only one with a significant amount of fission.
