We do not KNOW what the facts of the matter are, because as you say, technology has improved. We do not know how long it will take between the first test and the first bomb (you may recall the Manhattan project, conducted 60 years ago, which resulted in two working devices in an astonishingly short period of time; the body of knowledge has exploded since then). You do not know what information the Iranians have but it is sufficient.

It is difficult to see the point in waiting for a test, relying on the test to be a failure.
