A 20 percent (rather than 20 percentage points) cut from a higher level would be a larger cut. OTOH from a higher level the cut actually gives the government more money.

As far as having enough to pay for essentials we could have a much bigger cut then Romney is proposing and still have enough. A lot of government spending isn't even desirable. A lot that is desirable isn't essential. Its not like the feds have been so tight and cut everything to the bone. Budgets have been bloated.
