I am going to support the worker and the Govt. If I were you, I would have taken the competition from the Govt. head on like I would take any other employer. To use your words, I would incentivize the worker, pay that person more so that that person signed up with me. If you take that job overseas then you get what you pay for along with the unstable political systems in those countries.
