If I were you, I would have taken the competition from the Govt. head on like I would take any other employer. To use your words, I would incentivize the worker, pay that person more so that that person signed up with me.

Why compete with the Govt? I offered him a competitive salary and benefits package based on his skill sets and education. The Government offers him a similar package without actually having to work. Easier to take the Government package. No need to reach out and grab the brass ring.. It's already just laying on the ground. Now, if there was a incentive to actually work, like a lower tax rate. Then you might be on to something. But instead, you tell them that if they make more money, they have to pay more taxes. Hmmmm. the answer is pretty obvious.
