The problem was far worse than they realized at the time. It was a crisis, we were losing almost 800,000 jobs a month at the time. So there wasn't time to do a thorough analysis. Besides, the Republicans made it clear they were going to filibuster anything like many, who proved to be right, thought was necessary. Obama went with the most optimistic figure because that had a chance of passing.
