I used 1981 through 1989 because those were the budgets under him. By that measure, it went up 96,000 for his first term and 56,000 in the second.

50,000 in a single year is not small. Say they made only $20,000 a year. That is a billion dollars in 1981 dollars. That wasn't an insignificant amount. Especially when you consider he was also expanding the military.
