Suffice it to say, all security is dependent on Congress allocating the money. They do have a security fund, but it largely goes to the Iraqi embassy and consulates. While attempts have been made to increase the funding, it keeps getting blocked, primarily by one of our two parties...

And it was Congress that cut back on security for American embassies. In fact, many Rs including Paul Ryan voted for that bill.
