Yep, but it's important to note that upscale voters are more likely to have access to computers that can handle emails and faxing. So this method of expanding the franchise tends to favor Republicans. Nonetheless, I stick by my comment that Christie is expanding the franchise by doing so rather than reducing it, the usual Republican posture these days.
