Small (that is, lower population) states get a disproportionate say in the EC and in the Senate because they get 2 Senators no matter what their population, the same as more heavily populated states. They also get a representative even if their population isn't as large as it should be if they had more people, although that isn't anywhere close to as big a deal as getting two Senators, and thus getting 2 votes in the Senate and 2 EC votes plus however many Representatives they have.
