A little profiteering going on there.

My friend was saying she had a 100 gal tank to gasoline at home, which seems like a pretty good idea.

But the most telling comment she made in our conversation was, "I've gone through many hurricanes in the last 36 years, and it is every man for himself (FEMA comes much later)".

I think she's right, and no matter how much people expect FEMA to solve their problems, it is going to be "every man for himself" for a while. I heard Joe Scarborough comment today about Bush's "mishandling" of Katrina, and I still don't buy it. If anything were to be done differently, I would say FEMA ought to station someone to watch TV news coverage and if they see people without water and food they ought to have a chopper or two on standby to get some in there. That seems like a simple thing that could be done.
