That is pure crap. For instance - take the budget. The House has passed a budget. If the Senate would pass a budget then there could be a negotiation. It is impossible to negotiate with nothing.

Harry Reid and Nancy Pelosi are destructive personages to American well being. Fortunately, I think Nancy will be out to pasture shortly where she can go chew her cud in peace.
