I now believe it is highly likely it was removed because it was an accident. I've prepared a lot of test data over the years and that didn't look like test data to me. Test data, even when generated by a testing tool, does not just magically coincide with the voter populations of counties.

If these data are accurate snapshots with nearly half the counties reporting, OH is going to be a Romney blowout.
